We are hiring a full-time, permanent Senior Advisor, Regulatory Affairs position working out of Edmonton, AB.

 

As a Senior Advisor, Regulatory Affairs, you will take the lead on developing, coordinating and delivering a wide range of regulatory applications, including facility and checklist applications and assist in tariff and compliance matters. You will represent EPCOR in discussions with regulatory bodies such as the Alberta Electric System Operator (AESO) and the Alberta Utilities Commission (AUC) and provide insight on evolving AUC/AESO rules, policies and tariff proceedings.

 

This position may be eligible for EPCOR’s hybrid work program.

What you’d be responsible for

  • Leading the preparation of EPCOR Distribution and Transmission Inc. (EDTI) Facility Applications, Checklist Applications and other AESO/AUC regulatory submissions to contribute to the delivery of optimal results against relevant performance metrics
  • Applying regulatory principles to evaluate risk and recommending mitigation strategies for applications and projects, as required
  • Monitoring emerging regulatory trends and identifying the potential impacts on policy, legislation and rules governing EDTI’s operations.  This may include representing EDTI at various AESO/AUC working groups to advocate EDTI’s interests and contribute to policy and AUC rule development
  • Monitoring and communicating to the business how facilities-related developments may affect interaffiliate matters and tariffrelated processes.  This would include providing regulatory guidance on projects, identifying potential impacts to EDTI and raising regulatory considerations to internal stakeholders on potential policy and process changes
  • Assessing the need for regulatory filings, ensuring accurate, complete submissions in compliance with Rule 007, the Hydro and Electric Energy Act, and other applicable regulations; ensuring approvals are obtained to allow construction of capital projects to begin on time
  • Collaborating with internal departments and the AESO, to assist in the preparation of needs identification documents (NID) and managing EDTI’s participation in related regulatory proceedings
  • Reviewing changes to AESO/AUC regulatory requirements and developing and implementing internal processes to ensure EDTI’s compliance with policies, standards and regulatory requirements
  • Managing cross-functional work tasks with peers and senior staff while maintaining strong collaborative relationships to ensure the timely and successful completion of Facility Applications and Checklist Applications
  • Managing proceedings and coordinating hearing activities, including information requests, witness preparation, undertakings, and development of written arguments
  • Identifying the necessary budget and schedule requirements for the provision of Facility Applications (e.g., prerequisites to regulatory application approval)
  • Representing EDTI in various AUC/AESO working groups or project teams and providing feedback on potential policy/regulatory changes that may affect EPCOR
  • Contributing to strategic and operational planning, and support ongoing process improvements for efficiency and compliance

What’s required to be successful

  • Degree in Business, Economics, Engineering, Accounting or other relevant discipline
  • 5+ years of experience in the utility industry and/or regulatory, finance, or engineering roles
  • Advanced familiarity with the electrical utility business and operations
  • Familiarity with financial and budgetary processes and project management
  • Knowledge of industry structure, regulatory environments and processes, particularly the AESO and AUC processes
  • Exceptional analytical and writing skills, with the ability to translate complex concepts and engineering descriptions into clear, concise regulatory documentation
  • Ability to complete or interpret costs/benefits analysis (e.g. NPV calculations) or statistical modelling when evaluating alternatives
  • Strong organizational skills to manage several regulatory projects concurrently
  • Understanding of the Electric Utilities Act, Alberta Utilities Commission Act, Hydro and Electric Energy Act, Public Utilities Act and regulations and rules applicable to EDTI are considered an asset
  • Familiarity of the AESO connection processes; previous experience working on tariff applications and understanding of the regulatory framework in Alberta are considered assets for this position

 

You use your strong communication and relationship building skills to develop and maintain relationships across EPCOR and with external agencies. You will work cross functionally across EDTI and other business areas to supervise the financial, operational, technical and regulatory aspects of applications as they are being prepared and will ensure that submissions are accurate, on time and in the company’s best interests.
